The publication 'Benchmarking Urban Services - 2010-2011', presents the service level data of 1400 municipalities in India for the core urban services of water supply, sewerage/sanitation, solid waste management and storm water drainage. The process of service level benchmarking (SLB) to ensure performance based accountability and optimal use of infrastructure investments was initiated in 2009 by the Ministry of Urban Development, Government of India. A handbook on 'Service Level Benchmarking' was introduced and successfully piloted in 28 cities across India. The programme components comprised development of data books on baseline performance indicators, data system improvement plans and finally performance improvement plans. It has been the endeavour of the MoUD to facilitate compliance by the State and Cities through a massive exercise involving urban local bodies, state governments, parastatal agencies and technical partners.
