The Ministry of Mines has prepared the draft rules named ―The Mineral (Transfer of Mining Lease Granted Otherwise than through Auction for Captive Use) Rules, 2016” for prescribing the terms and conditions and the amount or transfer charges for effecting the transfer as per the provisions of the proviso to sub-section (6) of section 12A, introduced through the Mines and Minerals (Development and Regulation) Amendment Act, 2016.
