Measuring transboundary water cooperation: options for Sustainable Development Goal Target 6.5

This paper aims to provide guidance on SDG Indicator 6.5.2 as monitoring and implementation plans are being developed. To do this, it examine how operational arrangements can be defined by evaluating three methods for calculating the indicator through both a procedural and a substantive perspective, and identifying the limitations and advantages.
