Distribution Utilities can play an important role in promotion of SWHS, as they can reduce conventional energy consumption in cities and towns and facilitate peak load shaving. Most States are facing peaking and energy shortages and thus any Demand Side Management (DSM) measure can assist in providing better and more efficient energy services. In order to examine the role that Utilities and regulators can play in promoting large-scale deployment of SWHS; a comprehensive study of consumer practices, Utility response to the key drivers and appropriate regulatory instruments within the extent regulatory framework was necessary. In view of this, Project Management Unit (PMU) of Ministry of New and Renewable Energy (MNRE) engaged
ABPS Infrastructure Advisory Private Limited (ABPS Infra) to examine the role; Utilities and regulators can play in promotion of SWHS and to design the scheme and framework for promotion of SWHS by Utilities and regulators.
