Policy reforms
* Forest land be made available to industries for plantation which is not allowed under the Forest Conservation Act, 1980.
* Clearfelling restrictions on natural vegetation in degraded forest land be removed.
* The Forest Policy of 1988 be changed to allow the controlled introduction of exotic species.
* Liberalise restrictions felling of trees on private land and relax transit rules for timber.
* Government supply of seedlings at subsidised rates be stopped as it inhibits technological change and private investment in seedlings.
* Have clear-cut arrangement of benefit-sharing.
* Expand protected area to cover key biomass areas.
Forest Administration
* Review staff strength for different categories and the structure of the forest administration. Increase the involvement of the private sector in nursery, afforestation, processing and research.
* Develop specialist support and improve monitoring and planning.
* Increase transparency of operation.
Technology and Management
* Improve planting stock and nursery practices.
* Prepare working plan to meet new needs and involve local participation.
* Use information systems such as the Geographical Information System as planning tools.
