Policy reforms
* Forest land be made available to industries for plantation which is not allowed under the Forest Conservation Act, 1980.
* Clearfelling restrictions on natural vegetation in degraded forest land be removed.
* The Forest Policy of 1988 be changed to allow the controlled introduction of exotic species.
* Liberalise restrictions felling of trees on private land and relax transit rules for timber.
* Government supply of seedlings at subsidised rates be stopped as it inhibits technological change and private investment in seedlings.
* Have clear-cut arrangement of benefit-sharing.
* Expand protected area to cover key biomass areas.
