In this paper, consider what India must do to meet its 30 GW offshore wind target. Attempt to answer this question by examining the existing situation in India regarding offshore-wind-related issues, analyzed under categories relevant to India (policy, finance, infrastructure, regulations, and environmental impacts)—and by drawing lessons from successful countries.
