Technology Transfer. The Poznan Program was established in 2008 under the guidance of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) to scale up the level of investments in technology transfer in order to
help developing countries address their needs for ESTs, and to enhance technology transfer activities under the Convention.
