EU's carbon rating plan for tar sands stalled

Canada heaves sigh of relief. The European Union’s plan to rank oil extracted from tar sands as highly polluting hit a roadblock as its fuel quality directive committee (a group of experts) could not reach a unanimous decision in the voting held on February 23. The oil extracted from tar sands, like those found in the Canadian province of Alberta, was to be given a default value of 107 grams of CO2 equivalent per megajoule (MJ).

Political representation is a necessary condition for a liberal democracy. Political quotas are meant to address the absence of those who are excluded because of the inegalitarian social structures in which political processes are enacted. This is accepted as a legitimate justification for scheduled caste and scheduled tribe quotas in legislatures and Parliament. Reserved quotas for women are a fair extension of that same principle. The Women’s Reservation Bill must empower women to address their situation politically, not to serve the old hierarchies once again.

Conservationists must develop new strategies and adapt existing tools to address the consequences of anthropogenic climate change. To support statewide climate change adaptation, we developed a framework for assessing climate change vulnerability of California's at-risk birds and integrating it into the existing California Bird Species of Special Concern list. We defined climate vulnerability as the amount of evidence that climate change will negatively impact a population.

Status, distribution and aspects of ecology of Alpine Musk Deer (Moschus chrysogaster) in Uttrakhand Himalayas, India

Out of seven species of Musk deer found in Asia, five are present in India. One of these species, the Alpine musk deer (Moschus chrysogaster), is found in Uttrakhand Himalayas, is endangered (IUCN 2011) and listed in Appendix I of CITES. This species is also listed in Schedule I of Indian Wildlife (Protection) Act 1972. The species has been exploited for its „Musk‟ for centuries and due to large scale poaching and extensive habitat destruction, it is restricted to a few isolated pockets in the Himalayas.
